It is such a relief now that your child is almost potty trained. Although children as young as 18 months can recognize the sensation but it is only by the age of 2-2 1/2 that they start telling. It is important not to force your child as this could be counterproductive. You can even fix a time and make her sit on her baby pot for some time every day.
